Washington, DC has been selected by democrats for statehood.  For dopey democrats, here are the rules to follow for Washington, DC to become a state.
1. The proposed state votes on the matter. (Washington DC has not voted.
2. The proposed state officially petitions Congress for Statehood.  Washington DC has not done this.
3. The proposed state must make sure it is following the constitution for its government. (Allowing riots and burning flags and tearing down monuments and withdrawing police protection are all problematic as being constitutional.
4. Both the Senate and the House vote with a majority to accept the state.
5. The president signs the bill.
